The dynamic nature of the labour market can lead to skills mismatches and shortages, which can be a major factor in unemployment. Therefore, the European Commission has launched a skills’ pact to promote joint action to maximise the impact of investment in upskilling and retraining. It calls on national, regional and local authorities, companies and education and training institutions to work together and commit to investing in training for all people of working age in the EU.
